This means:
A CR certification for a 30ml glass dropper bottle with an 18/400 push-and-turn cap does not cover a 30ml glass dropper bottle with a 20/400 cap from the same supplier.
A CR certification for a mylar bag with a specific slide-lock closure from one manufacturer does not cover the same bag dimensions with a different closure from a different manufacturer.
A CR certification conducted two years ago does not automatically cover the current production run if the closure mechanism, material, dimensions, or manufacturing source has changed since the test.
The specificity of what certification covers is why the documentation matters so much. General claims of certification are not verifiable. Specific test reports are.
What the Test Protocol Requires
The primary standard for CR packaging in the US licensed cannabis market is 16 CFR §1700.20, the Consumer Product Safety Commission regulation under the Poison Prevention Packaging Act. ASTM F1272 (for reclosable formats like tins and jars) and ASTM F1702 (for tubes and squeeze tubes) are supporting test methods used to verify compliance with the CFR standard.
Under 16 CFR §1700.20, certification requires passing two panels:
Child panel: Children ages 42 to 51 months are given the package without demonstration or instruction and observed attempting to open it for 10 minutes. At least 85% must fail to open the package within that window.
Adult panel: Adults ages 50 to 70 receive the package with written instructions and are given 5 minutes to open and close it. At least 90% must successfully complete both actions.
Both panels must pass. A package that 95% of children cannot open but that 40% of adults cannot reliably close fails certification.

There are two documents in a valid CR certification package. Both matter.
The third-party laboratory test report is the primary document. It is generated by an accredited independent testing laboratory (not by the manufacturer, not by the supplier) and documents:
The name and accreditation of the testing laboratory.
The specific package and closure mechanism tested, described with enough specificity to identify the exact format.
The applicable standard (16 CFR §1700.20 and/or the relevant ASTM method).
The actual pass rates for both the child panel and the adult panel, not just a statement that the panels passed.
The date the test was conducted.
Any conditions or limitations on the certification (specific fill weights, specific configurations, etc.).
The Certificate of Compliance is a supplier-generated summary document that references the underlying test report. It is useful for day-to-day reference and for a quick overview of the certification status. It is not a substitute for the test report in a compliance inspection.
The practical implication: when a supplier sends you a Certificate of Compliance but cannot produce the underlying test report, the certification claim is unverifiable. The CoC asserts that testing occurred. The test report proves it did and documents what the results actually were.
The Five Questions That Verify Certification
When evaluating any CR packaging format from any supplier, five questions determine whether the certification is genuine and current:
1. Can you provide the third-party laboratory test report for this specific format?
The answer should be yes, and the report should arrive within 24 hours. A supplier who takes two weeks to produce a test report, provides a CoC in place of the report, or references testing conducted on a similar but different format does not have the documentation infrastructure to support a regulated-market packaging program.
2. Which standard does this format carry, and does the test report confirm it?
The report should explicitly state 16 CFR §1700.20. Some formats additionally carry ASTM F1272 or ASTM F1702 as the test method. Confirm the standard on the report matches what your state’s regulations require.
3. Does the description of the tested format in the report match the format you are ordering?
Compare the package dimensions, closure mechanism, material specification, and any other described characteristics in the test report against the specific format being quoted. Any discrepancy between what was tested and what you are ordering is a gap.
4. Has anything changed in the format since the test was conducted?
Ask explicitly. A supplier with robust documentation practices knows the answer. Changes to the closure mechanism, material specification, dimensional tolerances, or manufacturing source after the test may mean the existing certification no longer covers current production.
5. Will you provide written confirmation at each reorder that the current production run matches the tested specification?
This is the question that distinguishes a supplier with genuine documentation infrastructure from one operating on historical certification that may no longer reflect current production. The answer should be yes without hesitation.
Why “Child Resistant” on the Label Is Not Certification
Packaging can be labeled “child resistant” without having been formally certified. This is one of the most common sources of non-compliant CR packaging in the cannabis market, and it is how brands end up with packaging documentation that will not hold up in a compliance inspection.
A package is certified when it has been independently tested by an accredited laboratory and the specific format has passed both the child panel and adult panel under the applicable standard. A package is not certified because:
A manufacturer printed “child resistant” on the product listing.
A supplier provided a Certificate of Compliance without an underlying test report.
The format looks similar to a format that has been certified.
The brand’s compliance team assumed certification based on the supplier’s verbal assurance.
